中国特色世界一流大学建设成效评价体系理论建构与实践验证

摘要
中国"双一流"大学建设是国家发展的一个新动力源,是发展公平而有质量的高等教育的重大举措。建成高等教育强国是建设世界强国的基础,中国"双一流"战略是服务国家战略的核心支撑体系。科学界定中国特色世界一流大学的理论内涵与实践价值,对其进行客观分类和特征固化,进而合理构建中国特色世界一流大学建设成效评价体系,并以中国42所一流大学建设高校为样本对照标杆大学进行实践验证,既可以为党和政府、高校和社会等动态评估"双一流"战略建设进展提供参考借鉴,也可以为中国学界的理论话语逐步转化为世界性实践话语奠定前期基础,更可以为破解世界大学评价难题提供中国智慧、中国方案和中国道路,早日建成世界高等教育中心,推动构建人类命运共同体。
The construction of China's " double first-class" universities is a new driving force for the national development and a major measure for the development of fair and quality higher education.A strong higher education is fundamental for building a world power.China's " double first-class" strategy is the core support system for serving the national strategy.To scientifically define the theoretical connotation and practical value of world-class universities with Chinese characteristics;to objectively classify and characterize them,and rationally construct a world-class university construction effectiveness evaluation system with Chinese characteristics,and to get on practice verification by taking42 universities as samples to compare with benchmark universities in China,can not only provide reference for the dynamic evaluation of the " double first-class" strategy construction,but also lay apreliminary foundation for the Chinese academic circles to transform the theoretical discourse into the world-wide practical discourse,and then provide China's wisdom,China's programs and China's roads for solving the world problem of university evaluation,and finally establish a world higher education center and promote the building of a community of shared future for mankind.
