实施乡村振兴战略 确保经济持续健康发展

摘要
乡村振兴战略的实施,将极大促进形成强大的国内市场,确保经济持续健康发展。因为农村消费是内需的重要支柱、投资的强大动力,脱贫攻坚也成为促进国内市场发展的强劲动力。农民收入持续快速增长是形成强大国内市场的坚实底蕴,但目前,我国农民的工资性收入和经营性收入短期内不可能有较大增长,财产性收入是农民增收最大的短板。为增加农民的财产性收入,应调整国民收入分配格局,落实农村土地制度改革措施、改进中央与地方收入划分关系。同时,要探索和构建乡村振兴的制度框架和政策体系,根据农民需求来补农村基础设施和公共服务设施建设的短板,以此保障农民收入的持续增长,推动国内市场的健康发展。
The implementation of the rural revitalization strategy will greatly promote the formation of a strong domestic market and ensure the healthy and sustainable development of the economy. Because rural consumption is an important pillar of domestic demand and a strong driving force for investment,poverty alleviation has also become a strong driving force for the development of the domestic market. The sustained and rapid growth of farmers' income is a solid foundation for the formation of a strong domestic market. However,at present,the wage income and operating income of Chinese farmers are unlikely to increase significantly in the short term,and property income is the shortcoming of the largest increase in farmers' income. In order to increase the property income of farmers,we should adjust the pattern of national income distribution,implement rural land system reform measures,and improve the relationship between central and local income distribution. At the same time,it is necessary to explore and construct the institutional framework and policy system for rural revitalization,and supply the short-term construction of rural infrastructure and public service facilities according to the needs of farmers,so as to ensure the sustained growth of farmers' income and promote the healthy development of the domestic market.
