由“中国芯”事件浅谈科研院所发展方向

摘要
自创新驱动发展战略提出并实施以来,国家相继出台了一系列深化体制机制改革促进创新发展的重要文件。美国制裁中兴通讯事件进一步激发了科技创新的必要性和紧迫性。科研院所作为科技创新的中坚力量,肩负着更多的历史使命。在当前科研院所面临体制改革的背景下,如何基于市场外在需求和自身创新能力提升内在需求,对于指导科研院所找准今后发展方向尤为重要。科研院所的发展要与时俱进,用标准化的理念,加强"标准化"管理,提升"标准化"科研能力和咨询服务水平。通过制定相关实施细则,落实国家对于人才激励、成果转化等方面的政策,焕发科研院所的生命力。
Since the implementation of the innovation-driven development strategy, China has successively issued a series of important documents to promote innovation and development. The necessity and urgency of technological innovation is stimulated by the incident of US sanctions ZTE. As the backbone of scientific and technological innovation, scientific research institutes should bear more historical missions. In the context of the current institutional reforms faced by scientific research institutes, how to improve the internal needs based on the external needs of the market and their own innovation capabilities is particularly important for guiding research institutes to identify future development directions. The development of scientific research institutes should keep pace with the times, strengthen the "standardization" management, and improve the "standardization" research capabilities and consulting services. Through the formulation of relevant implementation rules, the implementation of the state's policies on talent incentives, results transformation, etc., revitalize the vitality of research institutes.
