我国科技报告建设面临的发展瓶颈及其对策建议

摘要
分析我国科技报告的建设情况,指出我国科技报告建设面临着发展瓶颈,研究发展瓶颈的表现形式及形成原因,形成原因有政策因素、管理因素、认识因素、智力因素、经费等条件的限制;通过分析已有研究成果,结合从事科技报告工作的具体实践,从政策、管理、技术和方法等方面系统提出了突破科技报告发展瓶颈的办法措施,具体包括完善政策法规,加强管理与建立科技报告会商机制,建立统一的科技报告系统平台,建立科技报告激励机制,完善科技报告培训机制,建立科技报告质量评价体系,建立科技报告知识产权保护与开放共享平衡机制等,使我国科技报告工作得到全面均衡的发展。
This paper analyzes the construction of China's S&T reports, points out that China's S&T reports construction is facing a development bottleneck, the development of the bottleneck of the form and the causes of formation. The formation of the reasons are: policy factors, management factors, cognitive factors, intelligence factors, funds and other conditions of the restrictions. Based on the analysis of the existing research results, combined with the specific practice of S&T reports, this paper systematically puts forward the measures to break through the bottleneck of the development of S&T reports from the aspects of policy, management, technology and methods, including: perfect policies and regulations, strengthen management and establish a consultation mechanism for S&T reports, set up a unified platform for S&T reports systems, set up incentive mechanisms for S&T reports, improve training mechanisms for S&T reports, establish a system for evaluating the quality of S&T reports. This paper finally proposes the establishment of a balanced mechanism of intellectual property protection and open sharing of S&T reports, so that the work of S&T report in China can develop in an all-round and balanced manner.
