摘要
2017—2018年度黄河下游气温明显偏高,出现两次流凌过程,首凌日期较常年明显偏晚。流凌关键期,由于河口地区风速较小,主河槽过流能力较好,加之浮冰厚度较薄,在持续低温的情况下未形成断面封河。在各方密切合作共同努力下,通过建立实时远程监测系统和联合会商制度,流凌关键期加强会商频次,利用小浪底水库适当干预,及时拆除浮桥等措施,确保了黄河下游凌汛期平稳度过。
        The temperature of the lower reach of the Yellow River in 2017-2018 was obviously high,and there were two ice floating processes. The first ice floating process was significantly later than usual. During the ice period,the main river channel had a good flow capacity because of the relatively slow wind speed in the estuary. In addition,the thickness of the ice was relatively thin,and there was no section closure river under the condition of continuous low temperature. With the close cooperation and concerted efforts of all departments,through the establishment of a real-time remote monitoring system and federation merchant system and frequency of meetings during the key period of ice floating,Xiaolangdi Reservoir was properly intervened,and timely measures were taken to remove the pontoon bridge to ensure the smoothness of the flood season in the lower reach of Yellow River.
