摘要

为了确保科研经费的高效使用与长效管控,应结合科研经费管理工作的实际及科研单位的具体情况,进行结构性、系统性和功能性的调整与优化,构建新时期更系统、更科学的科研经费管理体系和机制,在确保科研经费高效率使用和管理的基础上,实现科研活动更高的社会目标、更好的经济目标。从多个角度分析了科研单位在项目经费管理中存在的问题,并提供了一系列对策和方法。
        In order to ensure the efficient use and long-term management and control of scientific research funds,we should adjust and optimize the structure,system and function of scientific research funds according to the actual situation of scientific research funds management and the specific conditions of scientific research institutions,and build a more systematic and scientific management system and mechanism of scientific research funds in the new period,so as to realize scientific research on the basis of ensuring the efficient use and management of scientific research funds. It analyses the problems existing in the project funds management of scientific research institutions from various angles,and provides a series of countermeasures and methods.
