摘要
宽带网络在新农村经济、社会、文化发展中起着愈加重要的战略性作用,国外乡村信息和通信技术(information and communication technology,简称ICT)基础设施建设模式的创新促进了边远乡村信息化进程,笔者在比较评述意大利、澳大利亚、新西兰、瑞典、印度等国乡村ICT基础设施建设模式的基础上进行经验总结,剖析我国农村农业信息化建设及存在的问题,给出"宽带乡村"建设路径选择与对策建议。研究启示是应当结合区域特征选择"宽带乡村"建设路径,需要构建"宽带乡村"投融资的长效机制,明晰区域"宽带乡村"建设目标,改革与完善信息产业规制政策,健全公私合作的激励机制与约束机制,注重推动农村信息化服务发展。
