产业政策对地区制造业升级的影响研究

摘要
产业政策能否发挥作用一直是学术界争论的焦点,而制造业升级又是政府关注的重点。本文利用全国2007-2016年间31个省市的制造业相关数据,针对2012年出台的装备制造业"十二五"规划中的相关产业政策,构建包含有政策虚拟变量乘积项的实证模型来分析产业政策对于地区制造业升级的实际作用。研究结果表明,产业政策对于地区制造业升级产生了正向作用,且产业政策是通过提高地区内制造业间的资源再配置水平和刺激制造业技术进步来促进地区制造业升级。
Whether industrial policy can play a role has always been the focus of academic debate, and the upgrading of manufacturing is the focus of the government. Based on the manufacturing-related data of 31 provinces and cities in China from 2007 to 2016, this paper takes the 12 th Five-Year Plan for equipment manufacturing in2012 as an important industrial policy shock and constructs an empirical model containing the product term of policy dummy variables to analyze the actual role of industrial policies in the upgrading of regional manufacturing. The research results show that industrial policies have a positive effect on regional manufacturing upgrading, and industrial policies promote regional manufacturing upgrading by improving the level of resource allocation among manufacturing industries in the region and stimulating technological advancement in manufacturing.
