北京冬奥会竞赛工作的时代使命与规划要旨

摘要
为更为有效地提高北京2022年冬奥会竞赛管理工作的科学化水平,运用文献资料法、专家访谈法、现场调查法等,对北京冬奥会的竞赛工作进行研究。竞赛工作是冬奥会的核心业务,国际奥委会的总体规划是基本依据,场馆运行模式提供运行保障,组织协同至关重要。北京冬奥会的竞赛工作承载着特定的时代使命,既要实现国际奥委会的改革创新思路,坚持已有成熟的竞赛工作思路,又要锐意探索科学、高效的创新模式,推动中国体育融入国际体育发展体系。规划北京冬奥会竞赛工作时,要着眼于促进冬季运动项目的全面发展,充分展示中国体育的文化元素与科技成就,为运动员创造良好的参赛条件,由此留下更多"冬奥遗产",为国际体育发展提供"中国智慧"与"中国方案"。
In order to improve the scientific level of competition management of Beijing 2022 Winter Olympic Games more effectively, the competition of Beijing Winter Olympic Games is studied by means of literature review, expert interview, and on-site investigation. Competition is the core business of the Winter Olympics;the overall planning of the IOC is the basic guidelines;the venue operation mode provides operation guarantee;organizational collaboration is critical. The competition of the Beijing Olympic Games carries a specific mission of the times. It is necessary to fully implement the reform and innovation ideas of the IOC, adhere to the mature concept of competition, and explore scientific and efficient innovation models, so as to better integrate Chinese sports into the world development system. When planning the competition of the Beijing Winter Olympics, we should focus on promoting the comprehensive development of winter sports and the Winter Olympics, fully display the cultural elements and scientific and technological achievements of Chinese sports, and create a good competition condition for athletes. This will leave more "Olympic legacy"and provide"Chinese wisdom"and"Chinese solution"for the development ofworld sports.
