“美丽乡村,平安交通”创建现状与对策——基于湖北孝感、襄阳、十堰等六地的调查分析

摘要
农村道路交通安全问题正成为社会主义新农村建设的短板与薄弱环节。因传统交通安全管理的中心在城市而非乡村,致使农村成为交通安全失控漏管的真空地带。在对孝感、襄阳、十堰、荆门、宜昌、恩施等地走访调研的基础上,重点考察了生命防护工程、交管"路长制"与"两站两员"以及农村交通安全管理模式的改革情况,梳理总结相关经验后认为:需要全面推进农村交通安全管理体系与模式变革;高质量加速农村道路生命防护工程建设;全面实现"路长制"与"两站两员"的有机结合,并提出相应的建议与对策。
The problem of rural road traffic safety is becoming a short-term and weak link in the construction of a new socialist village. Because the center of traditional traffic safety management is focused on the city rather than the countryside, the countryside has become a vacuum zone for traffic safety control. In the process of interviews and investigations in Xiaogan, Xiangyang, Shiyan, Jingmen,Yichang and Enshi, the focuses were on the life protection project, the "Road Caretaker System" and the"Two Stations and Two Members" and the reform of rural traffic safety management mode. After combing the relevant experience, it is considered that it is necessary to comprehensively promote the rural traffic safety management system and model reform; high-quality acceleration of rural road life protection engineering construction; comprehensive realization of the "Road Caretaker System" and "Two Stations and Two Members" organic combination, and the corresponding recommendations and countermeasures were proposed.
