摘要
以考选和票选为主要形式的竞争性干部选拔任用存在路径依赖、形式主义、标准化失当、制度不配套等问题,究其原因在于竞争性选任固有的工具理性缺陷。从我国政治实践出发,有必要发展协商式干部选拔任用新范式以取代竞争范式。协商式干部选拔任用更契合我国党政机构人事特征和体制框架,是以民主方式实现党对干部工作的领导,有利于增进选人用人中的审慎思辨,扩大干部工作的群众基础。实践中推动协商式干部选拔任用要以程序性、公开性、开放性和责任性为形式要求,在干部选任的各个环节不断拓展协商对话和民主空间。协商式干部选拔任用具有极强的制度包容性和发展性,可以构成中国特色干部工作的基础性架构。
There are some problems in the selection and appointment of competitive cadres,such as path dependence,formalism,inappropriate standardization and incompatible systems. The reason lies in the inherent defects of instrumental rationality in competitive paradigm. Starting from China's political practice,it is necessary to develop a new deliberative cadre selecting and appointing paradigm to replace the competitive paradigm. By comparing the two paradigms,it can be found that deliberative cadre selecting and appointing is a democratic way to realize the leadership of the CCP in cadre work,which is conducive to enhancing prudent deliberation in the selection and appointment of personnel and expanding the mass basis of cadre work. To promote deliberative paradigm in practice, we should take the form of procedure,publicity,openness, and responsibility,and constantly expand deliberation and democratic space in all aspects of cadre work. The deliberative paradigm has strong system inclusiveness and development,which can constitute the basic framework of cadres work in China.
