南疆铁路吐库段建设决策再思考与建设效益研究

摘要
受施工技术、经济实力、时代背景和发展认知等因素的限制,我国早期修建的山区铁路普遍存在曲线半径小、坡度大,以及短桥、短隧等显著特点,在既有线扩能改造项目中,面临废弃工程量与技术标准、建设方案等决策困扰,需要工程技术人员全方位充分论证建设方案的合理性、必要性,提供支撑决策的确切依据,顺利推动铁路决策进程。介绍既有南疆铁路吐库段扩能改造项目在总体建设方案、越岭方案、主要技术标准等方面的决策概况,对其所采取的选线思路、技术标准、建设规模、工程措施、系统配置等方面进行思考和探索。研究表明,充分发挥特长隧道的越岭效果,可显著降低线路拔起高度,软化坡度及缩短线路长度,并将投资控制在合理的范围内,实现技术标准与地形条件、工程布设的匹配。
        Restricted by construction technology,economic strength,era background and developmental cognition and other factors,etc.,the mountain railways built in early have widespread problems such as small curve radius,steep slope,short bridge and short tunnel. In the present,transformation/capacity expansion of existing railway has been puzzled by technical standards and decision of construction scheme due to generous abandoned construction,therefore engineering and technical personnels should recommend and demonstrate abundantly the rationality and necessity of construction scheme from all aspects,and provide the precise criteria for supporting decisions so as to propel the process of railway decisions. This paper introduces the general situation of general construction scheme,scheme of railway crossing mountains,and main technical standard in transformation/capacity expansion of Turpan to Korla section in existing Southern Xinjiang Railway,then explores the railway route selection,technical standards,construction scales,engineering measures and system configuration integrated with modern engineering. The research shows that taking advantage of the effect of long tunnel crossing mountains can reduce lifting height,retard slope,decrease the length of railway through mountains,eventually optimize railway projects within the rational reason and match technical standards and terrain condition as well as project layout.
