摘要
近年来,军队与地方在联合应急指挥方面缺乏科学理论指导,未形成军民融合应急处置体系,在应对重大突发事件时军地联动应急力量难以协同、应急资源难以优化。在剖析自然灾害、事故灾难与社会安全事件等典型案例存在问题的基础上,建立了三类突发事件的故障模型;重点研究了军地联合应急指挥成熟度等级;针对军地联动应急指挥体系建设问题,提出了相应对策建议,能够为构建适应新体制下的军地联动应急指挥体系提供理论依据和方法指导。
        In recent years,because of insufficient guidance for the lack of scientific theory on joint emergency command,the military and civil authorities did not form an integrated military-civil emergency response system. When responding to major emergencies,it is difficult to coordinate military and civil emergency response forces and optimize emergency response resources. Based on the analyses of typical cases on natural disasters,accidental disasters and social security incidents,this paper establishes three types of failure models,places an emphasis on the maturity levels of joint military-civil emergency command,and puts forward corresponding countermeasures and suggestions as theoretical basis and methodological guidance for constructing an integrated military-civil emergency command system under the new governing system.
