老龄化治理理念与多元共治方略

摘要
提出和强调老龄化治理的理念,是我们面对深度老龄化社会更为积极的应对宗旨和行动指导,而这一治理理念的主要内涵是在国家治理体系中有效地将政府、市场、社会包括家庭和个人都共同作为应对老龄化的统筹安排内容;其核心策略是通过现代化的多元治理方案,形成同向发力的老龄化多元共治,进而积极主动解决老龄化问题,促进健康老龄化社会发展。这也应当成为解决老龄化问题的基础理念和新的行动方略。
Proposing and emphasizing the idea of aging governance is a more active response to the deeply aging society and also an action guide for it. The main connotation of this idea is to effectively incorporate the government, the market and the society,including both families and individuals, into the overall arrangement within the national governance system for dealing with the aging problems. Its key is to create a synergy with the diverse co-governance programs in order to actively solve the problem of aging and promote the healthy development of aging society. This should also be the basic idea and new action program for solving the problem of aging.
