共享发展视域下精准扶贫机制创新研究

摘要
共享发展理念来源于马克思主义人本思想,是效率和公平间动态博弈的新时代理论成果,内含全民性、全面性、共建性、渐进性特征,是指导精准扶贫机制创新的重要思路。在共享发展视域下,贫困户漏出、多维贫困、多元主体"变通与共谋"、非渐进扶贫等问题已经严重阻碍了精准扶贫推进。因此,精准扶贫亟须体制机制创新,建立健全多维贫困识别机制、"可行能力"培育机制、多元利益统筹机制以及精准扶贫管理机制。
The concept of shared development comes from Marx's humanism. It's a theoretical achievement of the new era of dynamic game between efficiency and fairness. It contains the characteristics of universal, comprehensive, constructive and gradual. It's an important train of thought for guiding the innovation of precision poverty alleviation mechanism. In the view of shared development, the problems including poor household leakage, multidimensional poverty, flexibility and complicity,non-asymptotic poverty alleviation have definitely hindered the development of targeted poverty alleviation. We should solve the dilemma of targeted poverty alleviation by mechanism innovation, establishing sound mechanism of multidimensional poverty identification, "Feasibility capacity" cultivation, multiple interest coordination and targeted poverty alleviation management.
