中国农业保险的功能和作用

摘要
全球有几十个国家的政府支持多险种农业保险,但其中的多数政府没有明确的目标,也没有进行相应的效果或效率评估。虽然农业保险的效果并不尽如人意:农户投保意愿低,政府成本高,但许多国家的政府却乐此不疲。因为他们相信,农业保险是一种有效的风险管理措施,只是实践中需要改进。文章用可以搜集到的数据和简单的运算结果说明,中国的农业保险实施十余年来,即没有实现风险分担功能,也未能使投保农户真正受益。
