摘要
为构建通用型评价指标体系,定量评价终端区运行效能,考虑从现有终端区运行亟待解决的安全、效率和容量三方面构建评价指标体系,采用可拓层次分析法确定各指标权重,并结合状态分类法构造终端区运行效能综合评价函数;以武汉终端区为例,收集运行相关数据计算各指标值,并采集20位武汉终端区管制员的阈值评估意见,划设阈值矩阵,构建武汉终端区运行效能综合评价函数,结果表明其运行效能综合评价结果为良,在安全方面评价为优,空域内整体冲突水平较低,但在效率和容量方面有待进一步提升。
        In order to quantitatively evaluate the operational efficiency of terminal area by constructing a general evaluation indicator system. Three aspects, safety, efficiency and capacity, which were the critical factors for the operation efficiency of terminal area, were taken into considering for consructing the system. The weight of each indicator was determined by Extension Analytic Hierarchy Process, and the operation efficiency comprehensive evaluation function of terminal area was constructed by state classification method. Finally, taking the Wuhan terminal area as an example, the operational related data was collected to calculate the indicator values, the threshold evaluation opinions of 20 controllers in Wuhan terminal area were collected to draw a threshold matrix, and the operation efficiency comprehensive evaluation function of Wuhan terminal area was constructed. The results show that the comprehensive evaluation results of operational performance are good, the safety evaluation is excellent, the overall conflict level in the airspace is lower, but the aspects of efficiency and capacity need to be further improved.
