摘要
为了定量测度煤炭行业发展质量,采用系统论视角,将煤炭行业看作是由经济、生态和安全3个子系统耦合而成的开放型耗散结构系统,构建了基于耦合协调度的煤炭行业高质量发展评价模型。选取山西省煤炭行业进行实证研究,分析了山西省2008—2017年间煤炭行业发展质量及其时序特征。结果表明:山西省煤炭行业发展质量总体呈上升趋势,耦合协调度由2008年的0.28提升到2017年的0.88;开展煤炭资源整合和坚持生态环境修复是山西省煤炭行业发展质量提升的主要经验;经济子系统发展滞后是山西省煤炭行业发展的短板。未来,山西省煤炭行业应继续开展煤炭资源整合和生态环境修复,鼓励和引导煤炭企业通过科技创新向产品价值链高端攀升。
        This paper focus on the evaluation of high-quality development of coal mining industry from the perspective of system theory. Coal mining industry,as an open system,is a dissipative structure coupled by its subsystems,which mainly contain economy subsystem,ecology subsystem and security subsystem. A high-quality development evaluation model of the coal mining industry is constructed based on coupling coordination degree function. The entropy method was applied to ensure the objectivity of weight determination in evaluation model. Taking Shanxi Province,the famous coal-producing province in China,as an example,an empirical study was conducted to explore the efficacy of the evaluation model. The temporal characteristics of development quality of coal mining industry in Shanxi Province from 2008 to 2017 was analyzed. Results showed that the development quality of the coal mining industry in Shanxi Province was on the rise generally. The coupling coordination degree increased from 0.28 in 2008 to 0.88 in 2017. Sticking to the coal resource integration and ecological environment restoration was the main experience of coal mining industry development in Shanxi Province. The development of economic subsystem was the shortcoming of coal mining industry in Shanxi Province. In the future,coal resource integration and ecological environment restoration of coal mining industry should be carried out permanently in Shanxi province. Meanwhile,coal mining enterprises should be encouraged to conduct scientific and technological innovation to climb up the product value chain.
