论矿业权的价值构成与价值实现——地勘单位企业化进程中矿业权价值实现的商业模式初探

摘要
当前国有地勘单位所拥有的矿业权,其价值蕴含了矿业权人的物化转移价值和探矿人活劳动创造的价值和剩余价值。在地勘单位企业化进程中,应根据实际操作中矿业权的获取、维护、使用及延伸等各个环节,从价值投入、价值形成、价值补偿等方面对涉及矿业权的经济活动进行分析,从中找到矿业权形成、补偿的价值链,并根据价值链探索现行条件下矿业权价值实现的商业模式,进一步推动地勘单位在矿业权价值实现中由自发行为向自觉行为转变,为地勘单位实质性的企业化奠定坚实的基础。
The value of mining rights owned by state-owned geo-prospecting units currently includes the value of materialized transfer of mining right holders, as well as labor value and residual value created by prospectors. In the process of enterprization of geo-prospecting units, the mining rights involved in economic activities should be analyzed from value input, value formation, value compensation and other aspects according to acquisition, maintenance, use, extension and other sectors of mining rights in the actual operation, among these we can find the value chain of mining right formation and compensation, following this, we can explore the business model of mining rights value under the current conditions according to the value chain, and further promote the transformation of geo-prospecting units from spontaneous behavior to conscious behavior in the realization of the value of mining rights for geoprospecting units, thus laying a solid foundation for the enterprization of geo-prospecting units.
