摘要

文中以田湾核电站进口的俄罗斯核燃料组件在我国境内运输活动组织实施为实例,探讨了放射性物品运输法规对境外一类放射性物品在运输资质、运输容器使用、核与辐射安全分析报告书编制、委托监测、启运备案及具体运输组织方面的实际指导意义,以供非经营性放射性物品运输单位参考;针对实际运输活动中暴露出的问题进行了经验反馈,以期引发国家相关监督、执法部门的关注,从而优化工作方法,提高一类放射性物品的运输效率。
        By taking the transportation activities of Russian Fuel Assemblies in China as an example,this article has led to a discussion of the practical significance of radioactive materials transportation law & regulation to the transport qualification,use of transport equipment,compiling of nuclear & radiation SAR,recording before shipment,detailed transport organizing of outbound Class 1 radioactive material. This article can be used as a reference to the non-operating companies who are handling radioactive materials. It is expected that the experiences provided from this article would draw attention of the relevant authorities to help optimize working procedures and improve the transport efficiency of Class 1 radioactive materials.
