精准扶贫情境中政务信息资源共享的管理行为框架研究——以贵州省“扶贫云”项目为例

摘要
[目的/意义]从精准扶贫的业务情境特征出发,探究该情境中政务信息资源共享的管理行为框架构建。[方法/过程]在文献分析的基础上构建出政务信息资源"汇聚-融合-共建"的三阶段管理行为框架,并对贵州省"扶贫云"建设过程中的管理行为特征进行归纳。[结果/结论]案例分析从信息资源及行政权力两大管理对象入手,识别并探讨相关管理行为在三个生命周期中的变化,分析结果呈现出不同阶段共享管理行为的侧重点,为政务信息资源管理实践的可持续发展提供了理论基础及实践依据。
[Purpose/Significance]Starting from the business context characteristics of precise poverty alleviation,the article explores the construction of management behavior framework of government information resource sharing in this situation.[Method/Process]Based on the literature analysis,the paper constructs a 3-stage management behavior framework of government information resources,including convergence,integration and co-construction,and summarizes the characteristics of the management behaviors in the construction process of " Poverty Alleviation Cloud" in Guizhou province.[Results/Conclusion]The case analysis starts with the two management objects of information resources and administrative power,identifies and discusses the changes of relevant management behaviors in three life cycles,and the analysis results showthe focus of sharing management behaviors at different stages,which can be used for administrative information resources management practices and sustainable development.
