摘要
为探索建筑节能服务市场发展中政府作用力提升的实现路径,基于"元治理"理论框架,在分析"治理"理论与"元治理"理论的基础上,剖析了我国政府在建筑节能服务市场建设过程所面临的现实困境,发现政府存在着明显的越位、缺位和错位。在此背景下,从型塑政府治理元组织角色、界定各级部门责权边界以及明确市场资源配置地位等五个方面给出了政府作用力提升的实践理路。
In order to explore the path for the promotion of government forces on building energy saving service market,Based on the theoretical framework of"metagovernance",this paper analyzes the theory of governance and metagovernance,and analyzes the realistic predicament faced by our government in the process of building energy saving service market.It is found that there are obvious offside,vacancy and dislocation in the government.In this background,the practical way of promoting the government's forces is given from five aspects.Such as shaping governance organization roles,defining the departments at all levels in liability boundary as well as the clear market resource allocation status.
