双元产权视角下公共安全服务混合供给的边界测度及动态绩效评估

摘要
在打造共建、共治、共享社会治理格局的背景下,为应对转型期严峻的公共安全形势,探索发挥多元机制的作用,在国家综合社会治理的未来发展中同时发挥好国家、市场和社会力量的作用,将是摆在我们面前的重要课题。公共安全服务的混合供给,是指在公共安全服务供给中同时存在多元供给主体和多种供给方式。加强公共安全服务混合供给的关键问题是确定公私分野的边界及其绩效问题。在相关国内外研究的基础之上,本文提出一个公共安全服务混合供给机制研究的理论和实证研究分析框架,从"权利产权"和"关系产权"双元视角切入,以公共安全服务为研究对象,分析公共安全服务混合供给中"公"和"私"的边界测度、形成机理及动态绩效评价相关问题,以期完善我国公共安全服务混合供给的理论和实践研究。
It will be an important topic for us to cope with the severe public security situation during the transitional period,to explore the role of multiple mechanisms,and to give full play to the role of the state,market and social forces in the future development of comprehensive social governance under the background of building a social governance pattern of co-construction,co-governance and co-sharing.The mixed supply of public security service refers to the existence of multiple providers and multiple ways of supply in the supply of public security service.The key issue to strengthen the mixed supply of public security service is to determine the boundary of dividing line between public and private as well as its performance.On the basis of relevant domestic and foreign researches,this paper puts forward a theoretical and empirical research framework of the mixed supply mechanism of public security service,takes public security service as the research object and analyzes the relevant issues as boundary measurement,formation mechanism and dynamic performance evaluation of "public" and "private" in the mixed supply of public security service from the perspective of "power property rights" and "ralationship property rights",so as to improve the mixed supply of public security service in China's theoretical and practical research.
