新时期如何做好我国能源创新发展
摘要
高速发展的中国经济需要巨量的能源作为支撑。我国是一个"富煤、缺油、少气"的国家,对于一次化石能源(石油等)对外依存度较高,据统计,我国每年需要进口的石油占据我国石油需求量的近7成左右。能源问题已经成为了制约我国经济发展的重要问题之一。此外,我国的能源在使用过程中还暴露出了能源使用效率较低、能源市场垄断和清洁能源发展不足等的问题,新能源与替代产品之间的比价关系扭曲。解决好我国能源市场的发展与创新问题是现今乃至今后一段时间能源发展的重点与难点。通过积极做好能源市场的革命,积极发展市场驱动策略用以更好的提高我国对于能源的利用效率,优化能源使用结构打破能源垄断从而使得更多的人能够参与到能源市场中,实现能源市场的竞争优化,构建起环境改善、资源节约为标准的"发展权"交易市场等,促进我国能源市场的结构化改革。
The rapid development of China's economy needs a huge amount of energy as a support. China is a country that is "rich in coal, short of oil and gas", dependent on primary fossil energy(oil, etc.). According to statistics, the oil that our country needs to import every year accounts for nearly 70% of our country's oil demand. Energy problem has become one of the important problems restricting the economic development of our country. In addition, in the process of energy use in China, there are also some problems, such as low energy efficiency, monopoly of energy market and insufficient development of clean energy, and the price-comparison relationship between new energy and alternative products is distorted. Solving the problem of development and innovation of energy market in China is the key and difficult point of energy development now and even in the future. Thus, efforts must be made to actively revolutionize the energy market, develop market-driven strategies to improve the efficiency of China's energy use, optimize the structure of energy use to break the energy monopoly, so that more people can participate in the energy market; besides, we must achieve the competitive optimization of the energy market and build a "right to development" trading market with environmental improvement and resource conservation as the standard, so as to promote the structural reform of China's energy market.
