摘要
[目的/意义]结合科技创新政策情报和我国31个省市的科技创新成果及效率研究我国科技创新政策绩效的提升路径。[方法/过程]运用改进的两阶段动态网络DEA模型,将科技创新政策发布后各地区创新行为分为两阶段,第一阶段是从创新投入到中间创新产出阶段,第二阶段是中间产出到成果转化阶段,得到两阶段效率得分。[结果/结论]研究发现第二阶段是创新效率提升的瓶颈,也是科技创新政策绩效提升的瓶颈,以此为研究重点,基于虚拟前沿面来挖掘提升创新效率以及科技创新政策绩效的具体方法并最终提出政策建议。
        [Purpose/Significance]This paper studies the improvement path of the scientific and technological innovation policy performance in China based on the analysis of the scientific and technological innovation policy information and the scientific and technological innovation achievements and efficiency of the 31 provinces and cities in China.[Method/Process]Based on the improved two-stage dynamic network DEA model,the paper divides the innovation activities in different provinces and cities after the release of science and technology innovation policies into two stages. The first stage is from innovation input to intermediate innovation output and the second stage is from the intermediate output to the transformation of results. And the efficiency scores for the two stages are identified.[Result/Conclusion]The research results show that the second stage is the bottleneck of both the innovation efficiency improvement and science and technology innovation policy performance. Focusing on this bottleneck problem,based on virtual front surface,the paper explores ways to improve the efficiency of innovation and the scientific and technological innovation policy performance. Policy recommendations are also presented at last.
