摘要
医药卫生体制改革是一个世界性的难题,各国政府都为此做出了许多努力。在医药卫生体制改革实施中,如何对医药卫生体制改革政策绩效进行评价既是顺利实施改革的需要,也是进一步深化医药卫生体制改革的前提条件。在对公共政策绩效评价相关理论回顾的基础之上,应用米切尔、阿格尔和伍德的利益相关者分类理论确定了政府、医药机构、社会公众以及评估专家作为医药卫生体制改革政策绩效评价的主体,并设计了这些主体参与评价的具体路径。
Since the reformation of medical,pharmaceutical and health care system has been an international issue,it has been gotten many efforts of all the governments around the world.In the implementation of reformation,how to evaluate the performance of the reformation is considered as the requisite of implementing the reform smoothly and the precondition of further deepening the reform.After the review of the public policy's performance evaluation theories,the government,medical institution,society,public and evaluation experts are determined as the subjects of new health care reform policy performance evaluation,and the specific path which those subjects are involving in is designed by using Mitchell,Ager and Wood's stakeholder theory of classification.
