患者感知视角下浙江省公立医院政府治理职责履行效果评价

摘要
目的:了解患者对公立医院政府治理职责履行效果的评价现状,为发现公立医院综合改革薄弱环节以及进一步提升患者获得感提供依据。方法:对浙江省15家公立医院的1382名住院患者进行问卷调查及统计分析。结果:患者对公立医院政府治理职责履行效果评价总分为74.98,评价最低的是管理职责,其次是信息公开职责;患者对公立医院政府治理职责及相关医疗政策了解程度,患者的医保类型、月均收入、年龄影响其效果评价。结论:患者对公立医院综合改革以及政府治理职责履行效果总体评价获得感较好且符合社会预期。患者对医疗费用管理职责的获得感有待提高,对公立医院政府治理职责及医疗政策的认知水平亟待加强。协同建立和完善均等化发展的全民医疗保障制度可进一步提高患者就医获得感。
Objective: To understand the performance effect of government governance responsibilities of public hospitals from the perspective of the patient in order to discover weaknesses in the comprehensive reform of public hospitals and improve patients' sense of gain. Methods: A questionnaire survey was conducted on 1382 inpatients in 15 public hospitals in Zhejiang Province.Results: The total score of the evaluation on the performance effect of government governance responsibilities of public hospitals is74.98. The lowest score is the responsibility of management,followed by the responsibility of information disclosure. The patient's evaluation of the government's governance responsibilities is related to the medical policies understanding,the type of medical insurance,monthly average income and age. Conclusion: The overall evaluation of the comprehensive reform of public hospitals and the performance of the government's governance responsibilities was well received by the patients and in line with social expectations.The patient's sense of gain for medical expenses management and the cognition level of government governance responsibilities and medical policies in public hospitals needs to be improved,establishing and perfecting the universal medical security system equally can improve patients' sense of gain.
