改革开放40年基础教育教材制度改革的回顾与展望

摘要
改革开放40年基础教育教材制度改革的历程,可分为恢复和重建教材制度、初步建立教材制度体系、逐步健全教材制度体系和全面建设新时代中国特色教材制度体系四个时期。基础教育教材制度改革面临着指导思想的确立与教材制度改革滞后的矛盾,教材管理体制创新与地方,学校管理主体责任不清的矛盾,教材管理过程优化与教材管理环节制度薄弱的矛盾,教材管理机制创新与教材准入机制等不健全的矛盾。教材管理改革必须明确教材制度建设的根本思想,落实地方和学校教材管理的主体责任,完善教材管理环节制度,健全教材管理机制,不断推进教材制度体系的创新。
The process of teaching material system of basic education in the past 40 years of the reform and opening-up can be divided into four stages,which are restoring and recreating teaching materials,establishing teaching material system preliminarily,improving teaching material system steadily,and building a teaching material system with Chinese characteristics for the new era comprehensively.At the same time,the reform of the teaching material system is also confronted with four contradictions,which are the contradiction of the establishment of guiding ideology and the lag of the reform of teaching material system,the contradiction of the innovation of teaching material management system and the unclear responsibilities of the management subject of local government and school,the contradiction of the optimization of teaching material management processes and the weak of teaching material management processes,and the contradiction of the innovation of teaching material management mechanism and the imperfection of the admittance mechanism of teaching materials.Therefore,the following should be done in the reform of teaching material management:defining the fundamental ideas of the construction of teaching material system,implementing the main responsibility of the teaching material management of local government and school,improving the system of teaching material management processes,perfecting the teaching material management mechanism and promoting the innovation of teaching material system continuously.
