作为深化教育体制机制改革必由之路的教育信息化——全国教育大会与教育信息化笔谈之三

摘要
自党的十九大召开以来,中央对教育体制改革赋予了更多的内涵,并呈现出注重全局性、系统性、实效性的新特点。对此,该文提出,教育体制改革要立足"服务中华民族伟大复兴"的教育使命;要服务"立德树人"的人才培养目标;要把握"从根本上解决教育评价指挥棒问题"的核心关键。而要实现这一目标任务,必须在教育信息化2.0的整体思路下,充分发挥信息技术在体制机制、教育管理、社会服务、监督评价等方面的支撑作用,以教育信息化推动教育体制改革,进而加快推进教育领域治理能力和水平现代化。
General Secretary Xi Jinping clearly pointed out at the National Education Congress that we should deepen the reform of the educational system and improve the implementation mechanism of establishing morality and cultivating people. Since the Nineteenth National Congress of the Communist Party of China was held, the central government has given more connotations to the reform of the educational system, and has shown new characteristics of wholeness, systematicness and effectiveness. In this regard, the author believes that the reform of education system should be based on the educational mission of "serving the great rejuvenation of the Chinese nation". It should serve the talent training goal of "cultivating socialist builders and successors with allround development of moral, intellectual, physical and aesthetic grounding with a hard-working spirit ". It should grasp the core key of "fundamentally solving the problem of the baton of education evaluation". In order to achieve this goal, we must give full play to the supporting role of information technology in system mechanism, education management, social services, supervision and evaluation under the overall thinking of education informatization 2.0, so as to promote the reform of education system by education informatization, and then accelerate the modernization of governance ability and level in the field of education.
