图书馆灰色文献资源开发与利用的基本原则

摘要
为保证图书馆灰色文献资源开发和利用的合法性、有效性、稳定性和可持续性,必须制定一些具有普遍性的基本原则,即无论什么类型或规模的知识服务机构,开发和利用何种类型的灰色文献都应当遵循的原则。这些原则包括尊重版权原则、资源遴选原则、长期保存原则、建以致用原则和持续发展原则,其中以尊重版权原则为首要原则,它是保证图书馆灰色文献资源开发利用合法性的基础,也是最为基本的原则;资源遴选原则和建以致用原则可保证图书馆灰色文献的有效性,长期保存原则和持续发展原则可保证图书馆灰色文献的稳定性和可持续性。
In order to ensure the legality, validity, stability and sustainability of the development and utilization of library's grey literature resources, some basic principles with universality must be formulated,that should be followed by the knowledge service agencies with any types and sizes,and in the development and utilization of the grey literature resources of any types. These principles include the respect copyright principle,resources selection principle,long-term preservation principle,use oriented construction principle and sustainable development the principle,among which the respect copyright principle is the prime principle,which is the foundation for ensuring the legality of the development and utilization of library's grey literature resources,and also is the most basic principle; the resources selection principle and use oriented construction principle can guarantee the validity of library's grey literature resources, and the long-term preservation principle and sustainable development principle can ensure the stability and sustainability of library's grey literature resources, and the long-term preservation principle and sustainable development principle can ensure the stability and sustainability of library's grey literature resources.
