当前农村新型社区化发展的困境与未来——基于山东省的案例分析

摘要
结合山东省农村新型社区建设的实践,立足于社会建设的层面,针对当前与农村新型社区发展相关的重要问题加以分析,有针对性地提出促进新型社区化发展的建议,探讨农村发展的未来趋势。中国已进入城乡发展的新阶段,同时也面临许多发展中的社会矛盾和社会问题,需要通过深化体制改革和社会建设逐步解决。尤其需要加强与农村新型社区化发展密切相关的如下方面的社会建设:注重社区基层组织建设,逐步建立城乡一元的社区组织体系;注重社区多元主体参与建设,逐步弱化行政干预;注重创新社区组织管理模式,逐步完善新型社区化管理机制;注重社区公共服务体系建设,促进城乡公共服务均等化;注重制度和法制建设,促进新型社区有序发展。
This paper analyzes important problems of current rural community developments combined with the practice of the new rural community construction in Shandong Province. It also puts forward suggestions to promote the development of new community and discusses the future of rural development based on the social aspect of construction. China has entered a new stage of urban and rural development but still faces many social contradictions and social problems,so it needs us to deepen institutional reform and social construction gradually to resolve them. We need to strengthen the following aspects of social construction in relation to the development of new rural community: first,focus on the building of grassroot organizations in community and gradually establish a unified urban and rural community organization system; second,focus on the participation of community multiple subjects in construction and gradually weaken the administrative intervention; third,focus on the innovation of community management mode and gradually improve the community management mechanism; fourth,focusing on the construction of the public service system in community and promote the equalization of urban and rural public services; fifth,focus on the construction of institution and legal system and promote the orderly development of the new community.
