东北地区营商环境的现状及优化路径研究

摘要
实现东北地区等老工业基地振兴已经历15个年头。虽然在此过程中东北地区经济取得了快速增长,且经济规模也有大幅提升,但距离全面振兴还有一定距离。在东北地区全面振兴的探索中,营商环境成为广受关注的问题,优化营商环境成为实现东北地区全面振兴的关键。营商环境是一个包括诸多要素的复杂系统。从东北地区的实际来看,优化东北地区营商环境应该从转变干部作风入手,进一步推动法治建设,落实好中央政策,最终形成全民投入和参与的优化营商环境的良好局面。
it has been 15 years since northeast China and other old industrial bases were revitalized. Although the economy of northeast China has achieved rapid growth in this process, and its economic scale has also been greatly improved, it is still some way away from the overall revitalization. In the exploration of the overall revitalization of northeast China, the business environment has become a widely concerned issue, and optimizing the business environment has become the key to the overall revitalization of northeast China. The business environment is a complex system with many elements. From a practical perspective in North-East of China, optimize the environment of doing business in northeast China should shift from style of cadres, and further promote the construction of the rule of law, to implement the central policies and eventually form a national investment and participate in a good situation of the optimization of the business environment.
