2016年湖南省呼吸系统疾病治疗费用分析

摘要
[目的]综合分析2016年湖南省呼吸系统疾病治疗费用,为相关卫生政策的制定与实施提供数据依据。[方法]基于国际最新的"卫生费用核算体系2011版(SHA 2011)",利用湖南省呼吸系统疾病治疗总费用进行分摊,分析其卫生费用的受益人群、筹资来源、机构分布等。[结果] 2016年湖南省呼吸系统疾病治疗费用为167.51亿元,位居各系统疾病治疗费用第一位,占2016年湖南省治疗总费用的15.47%。集中人群主要为儿童和老年人;筹资来源以公共筹资和家庭卫生支出为主;费用发生机构主要为综合医院和中医医院。[结论]2016年湖南省呼吸系统疾病治疗费用家庭负担较重,机构流向过于集中,需要加强对特定人群的精准防控,进一步落实分级诊疗服务,完善医疗保险制度,推动健康湖南建设。
Objective To comprehensively analyze the expenses of respiratory diseases in 2016 in Hunan Province so as to provide data basis for formulation and implementation of relevant health policies.Methods Based on the latest international "Health Cost Accounting System 2011(SHA 2011)".It used total cost of respiratory disease treatment to share,analyzed benefit crowd,financing source and organization of health expenses.Results in 2016,the cost of respiratory diseases in Hunan Province was 1.6751 billion yuan,the first place in the cost of various systemic diseases,accounted for 15.47% of treatment total cost in 2016 in Hunan Province.The majority of the population was children and the elderly.Financing source was from public financing and household health expenditure.The cost was mainly in general hospital and traditional Chinese medicine hospital.Conclusions Family burden the expenses of respiratory diseases was heavier,institutions flow direction is too concentration.It need to strengthen precise control of specific people,further carry out hierarchical diagnosis and treatment,perfect medical insurance system and promote healthy construction of Hunan.
