加大乡村旅游产业扶贫力度的对策研究

摘要
在大力发展乡村旅游产业扶贫的过程中,湖南创造了"十八洞村"和"双带双加"的模式,在全国较有影响。一批乡村旅游产业发展较快的县(市区)和村相继脱贫。湖南的乡村旅游发展面临旅游产品低质,旅游服务不标准,旅游商品包装简陋,旅游收益分配不公和景区点的交通设施较差等挑战。要实现乡村旅游产业的可持续发展,更好地完成扶贫任务,必须综合施策:制定好旅游规划;加大旅游商品销售力度;合理分配好收益;实施人才兴旅战略;加大资金投入力度。
In the process of developing poverty alleviation of rural tourism,Hunan has created "Shiba Dong Village"and "Two Helps,Two Pluses" poverty alleviation models which have great influence nationwide,the villages and towns of some countries(cities,districts) that have developed rapidly in the tourism industry have been shake off the poverty one by one which is encouraging and inspiring.Nevertheless,the development of rural tourism in Hunan still faces many challenges such as low level of product development,non-standard travel service,simple packing of products,inequities of revenue distribution,and poor traffic facility.Given the aforesaid challenges,to achieve the sustainable development of rural tourism service,and for the purpose of bringing people out of poverty,the following policies should be implemented jointly:Make proper tourism development plan;intensify the sale of tourism products;distribute revenue equitably;put the strategy of tourism development through competent people into practice;increase investment.
