完善区域污染防治制度体系的战略思考

摘要
排污许可、排污权交易、环保税、生态环境损害赔偿等制度建设具有各自的区域污染防治实践历程和发展特色,均面临着急需持续完善的特定问题与障碍,存在着与环评、排污申报、限期治理、总量控制、环境监测、环境统计、环境风险等传统污染防治手段相互间的互动协调不足;既需要完善自身的污染防控功能,也需要加强与其他治污手段之间的互动融合,以提升污染防治的协同综合能力。
The system construction of preventing and controlling pollution, including pollutant discharge permits, emission trading,environmental tax, ecological and environmental damage compensation et al, has its own practicing process and development characteristics. There are special problems and obstacles in need of continuous improvement in their respective fields. There is a lack of mutual coordination with the traditional pollution control methods,such as environmental impact assessment, pollution discharge declaration, treatment within a prescribed limit of time, total quantity control, environment monitoring, environmental statistics and environmental risk. It is necessary not only to improve the function of pollution prevention and control, but also to strengthen the interaction and integration with other pollution control methods, so as to enhance the ability of coordination and synthesis of pollution prevention and control.
