面向空间治理改革的长沙市城市总体规划编制探索

摘要
长沙市作为全国城市总体规划编制改革试点城市之一,将城市总体规划改革试点作为推动政府职能转变、实现政府治理能力现代化的一项重要改革来抓,探索实现"横向到边、纵向到底"的政府施政纲领与空间治理方案。长沙在新一版城市总体规划编制中提炼出了"全市规划全市做"的编制方式、分级分层的全域治理模式、刚性和弹性并重的管控方式、面向实施的战略传导体系、强化政策性的成果表达、规划实施和指标考核体系等改革思路,并进一步探讨了城市目标和定位、建设用地规模调控、全域空间管控体系构建等重点问题。
As one of the pilot cities of national urban master plan compilation reform, Changsha regards the reform as a major approach to promote governmental transition and governance modernization, and studies the realization of overall plan proposal. In the new round master plan compilation, Changsha puts forwards reform thoughts including citizen participation in plan compilation,tiered and leveled overall management model, rigid and flexible governance, implementation oriented strategy transmission system,policy oriented product, planning implementation assessment etc. and discusses some critical issues such as city development vision and orientation, construction land scale adjustment, overall space management system establishment.
