乡村振兴背景下农村宅基地盘活利用问题研究

摘要
盘活利用农村宅基地对于激活农村土地要素、盘活农民"沉睡"的土地资产、保障乡村振兴用地需求意义重大。乡村振兴背景下盘活利用农村宅基地存在一些现实困境,包括宅基地使用权流转存在法律制度障碍、宅基地使用权回收制度缺乏可操作性、宅基地有偿退出政策难以落地实施、村庄规划长期缺失及相关制度配套不到位等。在乡村振兴背景下,应从推进农村宅基地制度创新、建立农村宅基地盘活利用长效机制、创新农村宅基地盘活利用模式以及强化村庄规划引领等方面着力推进农村宅基地盘活利用。
Revitalizing the use of rural residential land is of great significance for activating the elements of rural land, revitalizing the sleeping land assets of peasants, and guaranteeing the demand for land for rural revitalization. Under the background of rural revitalization, there are some practical difficulties in revitalizing the use of rural homestead, including the existing legal system obstacles in the transfer of the right to the use of residential land, lack of operability in the system of recovery of the right to the use of residential land, the difficulty in implementing the policy of paid withdrawal of residential land, the long-term lack of practical village planning and inadequate matching of relevant systems. Under the background of rural revitalization, efforts should be made to promote the system innovation of rural residential land, establish a long-term mechanism for the revitalization and utilization of rural residential land, innovate the mode of revitalization and utilization of rural residential land, and strengthen the guidance of village planning.
