大运河文化带建设与中国区域空间格局重塑

摘要
以长江经济带和丝绸之路经济带为代表的带状经济区建设极大推动了中国的经济社会发展,大运河文化带是依托京杭大运河的运河文化提出的新的带状经济区,习近平总书记指出:"大运河是祖先留给我们的宝贵遗产,是流动的文化,要统筹保护好、传承好、利用好",将大运河文化带的建设提升到一个新的高度。无论是在经济上还是在文化上,大运河文化带的建设和长江经济带及"一带一路"建设都具有同等重要的意义。古代的京杭大运河极大地促进了沿岸地区的经济发展以及文化交流,当前的大运河文化带也在国民经济发展中占有举足轻重的作用。大运河文化带北接京津冀,南连长江经济带,串起了京津冀城市群、山东半岛城市群、中原城市群以及长江三角洲城市群,极大地优化了中国区域空间格局。最后,本文提出了以区域协调发展为导向、以文化为引领、以文化共同体建设作为顶层设计,以工程的形式促进发展理念的落实等建设大运河文化带的建议。
The construction of a belt-shaped economic zone represented by the Yangtze River Economic Belt and the Silk Road Economic Belt has greatly promoted China's economic and social development. The Grand Canal Cultural Belt is a new belt-shaped economic zone based on the canal culture of the Beijing-Hangzhou Grand Canal. President Xi Jinping pointed out that "the Grand Canal is a precious legacy left to us by our ancestors,a culture of mobility,and we must coordinate and protect,inherit,and make good use of it. "The construction of the Cultural Belt of the Grand Canal has taken it to a new height. Whether in economics or culture,the construction of the Grand Canal Cultural Belt and the Yangtze River Economic Belt and the Belt and Road Initiative are equally important. The ancient Beijing-Hangzhou Grand Canal greatly promoted the economic development and cultural exchanges in the coastal areas. The current Grand Canal cultural belt also plays a pivotal role in the development of the national economy. The Grand Canal Cultural Belt connects BeijingTianjin-Hebei to the north,connects the Yangtze River Economic Belt to the south,and smashes the Beijing-Tianjin-Hebei urban agglomeration,the Shandong Peninsula urban agglomeration,the Central Plains urban agglomeration,and the Yangtze River Delta urban agglomeration,greatly optimizing the regional spatial pattern of China. Finally,this paper proposes that in the process of building the Grand Canal cultural belt,it should be guided by regional coordinated development,guided by culture,with the construction of cultural community as the top design,and the implementation of the development concept in the form of engineering.
