摘要
PPP模式共生网络的构建和发展是一个复杂的过程,在项目建设与运营中的各种波动将会威胁共生合作网络的正常运行,在此过程中共生网络弹性体现出来的正向能力对PPP项目发展具有极大影响,本文认为有必要对共生网络弹性能力进行评价与管理。通过建立网络弹性能力评价框架,对已有PPP智慧生态治理项目利用改进的熵值法-模糊综合评价模型进行数据整理与分析,结果显示有25%的人认为PPP智慧生态治理项目共生网络弹性能力很高,31.7%的人则认为共生网络弹性能力较高。本文认为将此结果推广至PPP智慧生态治理体制中,一方面能够丰富共生网络弹性能力理论体系,另一方面能够深化生态治理供给体制改革,建立多维的现代化弹性治理体系。
        Construction and development of PPP symbiotic network is a complex process,various fluctuations in the construction and operation of the project will threaten the normal operation of the symbiotic cooperation network,in this process,the positive ability of symbiotic network resilience has a great influence on the development of PPP projects.This paper argues that it is necessary to evaluate the ability of the symbiotic network resiliency and management.This paper establishes a network resilience assessment framework,for existing PPP smart ecological governance projects,use the improved entropy method-fuzzy comprehensive evaluation model for data collation and analysis.The results show that 25% of the respondents believe that the symbiotic network resilience of the PPP smart ecological governance project is very high,and 31.7% believe that the symbiotic network resilience is relatively high.This article believes that this result could be extended to the PPP smart ecological governance system,it can enrich the theoretical system of symbiotic network elasticity,and can deepen the reform of the ecological governance and supply system and establish a multidimensional modern and flexible governance system.
