治理语境下广州历史文化名城共同缔造实践与策略

摘要
如何整合政府、社会和公众等资源,共同推进历史文化名城保护,以及如何在保护中有效推进社区治理,是新时代规划面临的重要议题。文章以广州为研究对象,围绕营造共建共治共享社会治理格局的要求,制定以共同缔造推进社区改善的行动纲领,通过搭建共同缔造工作坊的形式,推动多方参与历史文化名城的微改造。同时,文章提出广州历史文化名城的共同缔造需要以文化为核心,一方面应转变价值取向,探索更具包容性的共同缔造模式,另一方面应转变组织方式,以"下上互通"理念保障共同缔造的有效性。
How to integrate the most extensive resources such as government, society and the public to promote the protection of historical and cultural city, and how to promote community governance effectively have become the important issues in the new period. The paper takes Guangzhou as an example, based on the government requirement of co-building, co-governance, and sharing, sets the program of promotional action, promotes the micro-reconstruction with the collaboration shop. Meanwhile, the paper suggests that the culture should become the key-point of Guangzhou historical and cultural city protection, need to explore a comprehensive model, and guarantee the effectiveness of collaboration from bottom to top level.
