纪委多任务性对高校纪委监督履职能力的影响——基于全国184所高校调查数据的分析

摘要
基于全国184所高校的调查数据,以中央纪委推进转职能、转方式、转作风政策为背景,刻画了高校纪检监察组织监督职能执行情况,研究了纪委多任务性对高校纪检监察组织监督履职能力的影响。由于纪委"三转"明确了纪委的职责定位,使纪检监察人员有更多的精力聚焦主责主业,在一定程度上改善了纪委的多任务性。研究结果表明,明确纪委书记分工和清理纪委参加的无关议事协调机构,从而改善纪委的多任务性的确能够提升高校纪检监察组织的监督履职能力。同时,研究发现,在纪委同级监督中,相较于高校纪检监察组织对学校同级党委的监督,对学校领导班子成员的监督更难。
Based on the survey data of 184 universities nationwide, this essay elaborates on the supervision function of university discipline inspection and supervision sections, and studies the influence of Discipline Inspection Commission's multitasking on the supervision and performance of discipline inspection and supervision sections inuniversities against the background of Central Commission for Discipline Inspection promoting three turns. As the "three turns" clearly define the responsibilities of Discipline Inspection Commission, the discipline inspectors can focus more attention on the main job, which, to a certain extent, has improved the multitasking of Discipline Commission.The research shows thata clear division of labor of the secretary of Discipline Inspection Commission andthe disentanglement of Discipline Inspection Commissionfrom unrelated coordinating agencies can improve Discipline Inspection Commission's multitasking, which can enhance the supervision and performance of university discipline inspection and supervision sections.The research also shows that in terms of the supervision at the same level, compared with the supervision of university party committee, it is more difficult for university discipline inspection and supersion sections to supervise universityleaders.
