《贸易便利化协定》视角下构建中国海关最佳实践机制的思考

摘要
2017年2月22日,《贸易便利化协定》(Trade Facilitation Agreement,TFA)正式生效。TFA中90%的贸易便利化条款与海关直接相关,将对中国海关带来全新机遇和重大挑战。文章梳理了当前中国海关最佳实践的基本情况,并结合当今世界海关最佳实践运用分析中国海关在生成及推广最佳实践案例中存在的不足,对构建中国海关最佳实践机制提出对策建议。
The Trade Facilitation Agreement( TFA) entered into force on February 22,2017. 90% of the provisions on trade facilitation are directly related to customs procedure and thus it brings new opportunities and great challenges to China Customs. This paper reviews the best practice of China Customs,analyzes its deficiency in the formation and promotion of best practice by taking into account of the best practice of the international customs community,and finally,puts forward countermeasures and suggestions on the development of the best practice of China Customs
