某企业规范化作业“安全六要素”管理成果概述

摘要
石化企业每天都进行着各类检维修作业,据统计,在检维修过程中发生事故的概率最大。为了降低石化行业检维修作业事故率,通过总结实际经验,在2015年创新提出了内容为"周边警戒、能量隔离、现场确认、班前提醒、全程监护、作业关闭"的规范化作业"安全六要素",形成了以规范化作业"安全六要素"为核心的检维修作业全过程安全管理方法。该方法实施三年来,检维修作业期间连续多年无事故发生,承包商自主管理水平逐步提升,有效保障了现场检维修作业全过程安全受控,全面提升了企业现场作业安全管理水平。
According to the statistics, the accident probability occurred in inspection and maintenance works is the highest in petrochemical enterprises since they are carried out commonly every day. Based on practical experiences, an enterprise innovated a standardized operation called "Six Safety Factors" in 2015, which included "Surrounding Vigilance, Energy Isolation, Site Confirmation, Pre-shift Reminding, Whole Course Monitoring and Job Close". Focused on such standardized operation as "Six Safety Factors", the whole process of safety management method on inspection and maintenance work was developed. Through three years' implementation of the method, it has shown that it effectively ensured safety under control in the whole course of site inspection and maintenance. And it also fully enhanced safety management level on site operation of petrochemical enterprises. This article gave a brief introduction to specific practices of the said management experience with the aim of sharing good management achievements, improving the whole process of safety control in inspection and maintenance operation so as to reduce accident rate.
