“7+N”安全风险控制工具在科研工作中的应用

摘要
以石油行业为背景的科研工作过程和结果都面临安全风险。文章引入了生产管理安全风险控制的7个工具:个人安全行动计划、安全观察与沟通、工作安全分析、作业许可、安全经验分享、作业前安全会、变更管理;结合科研专业技术性特征和信息保密要求,总结了3个工具:头脑风暴、签订保密技术协议、技术鉴定会。分析了7+N的安全风险控制工具在科研立项、项目实施、成果应用几个阶段的应用和应用程序。安全风险控制工具简单易实施,有效控制了科研全过程的安全风险,使得形成的"四新"成果能安全推广应用。
The process and results of scientific research based on the oil industry are facing security risks. This paper introduces seven tools of safety risk control in production management: personal safety action plan, safety observation and communication, work safety analysis, operation permission, safety experience sharing, pre-operation safety meeting, change management; According to the technical characteristics of scientific research specialty and the requirements of information confidentiality, this paper summarizes three tools: brainstorming, signing confidentiality technology agreement and technical identification meeting. The application and application program of 7+N security risk control tool in scientific research project establishment, project implementation and achievement application are analyzed. The security risk control tool is simple and easy to implement, which effectively controls the security risk in the whole process of scientific research, and makes the "four new" achievements can be safely popularized and applied.
