城市社区公共服务设施配置标准的演变与比较

摘要
城市社区公共服务设施配置标准是城市社区建设、管理和服务的根本依据和技术支撑。目前各地方重视对城市社区公共服务配置标准的制定与修订,但缺乏对配置标准演变的说明。以北京(首都)、广州(省会城市)和青岛(副省级市)为例,从公共服务设施的分级、种类划分与具体指标调整这三个方面出发,对我国城市社区公共服务设施配置的新版与旧版标准进行比较分析并提出修订建议,即完善分级分区的特色化城乡社区配置标准和强化公益性社区服务设施的刚性配置标准。
The configuration standard of public service facilities in urban communities is the fundamental basis and technical support for the construction, management and service of urban communities. At present, all localities attach importance to the formulation and revision of the configuration standards of public service facilities in urban communities,but there is no explanation for the evolution of configuration standards. Taking Beijing(Capital), Guangzhou(capital city)and Qingdao(prefecture-level cities) as an example, from the three aspects of grading,classification and the adjustment of specific indicators of public service facilities,this paper analyzes the new and old standards for the configuration of public service facilities in urban communities in China. It proposes the revision proposal, that is, improving the standardization of urban and rural community configuration of graded zoning and strengthening the rigid configuration standard of public welfare community service facilities.
