女童防性侵相关政策意义、问题及对策探究

摘要
防止女童受性侵相关政策经过十几年的发展已取得了一些成就,但是仍然存在许多问题亟待国家和社会的重视、解决。文章从女童的弱势地位、女童性保护中的文化困境及社会的关注度等方面分析了出台政策的必要性。随后通过对近十几年相关政策的分析,发现其还存在立法缺乏性别视角;政策缺乏配套设施、可操作性差;预防措施不足;专业社会组织参与不足等四大方面的问题,并相应地提出了切实可行的改善建议,以促进相关政策的完善及真正落实。
The policies related to preventing girls from sexual assault have achieved some achievements after more than a decade of development, but there are still many problems that need to be addressed and resolved by the state and society. The article analyzes the necessity of the introduction of policies from three aspects: the weak position of girls; the cultural predicament in the sexual protection of girls; and the attention of the society. Subsequently, through the analysis of relevant policies in the past ten years, it is found that there are still some gender perspectives in legislation; lack of supporting facilities, poor operability; insufficient preventive measures; insufficient participation of professional social organizations, and correspondingly Practical and feasible improvement suggestions to promote the improvement and implementation of relevant policies.
