打造两岸共同市场的必要性、现实基础与策略思考

摘要
习近平总书记在纪念《告台湾同胞书》发表40周年大会上,郑重提出打造两岸共同市场的目标,这对探索和制定"一国两制"的台湾方案,解决台湾问题,加快祖国和平统一进程有着重要的推动作用。"两岸共同市场"是在"一中"框架下,大陆与台湾两个单独关税区之间建立特殊经济合作关系。多年来两岸在基础设施联通、贸易投资、人员往来等方面取得的巨大成效,为构建"两岸共同市场"打下了良好基础。然而,构建两岸共同市场势必会受到"台独"势力等的干扰破坏,未来应在坚持"九二共识","一国两制"方针下,把打造"两岸共同市场"与探索"两制"台湾方案紧密结合起来;同时可选择福建作为先行先试区,为打造"两岸共同市场"积累经验。
General Secretary Xi Jinping solemnly pledged to forge a cross-Straits common market at a gathering to commemorate the 40th anniversary of issuing "Message to Compatriots in Taiwan", this will play an important role in promoting the exploration and formulation of an institutional arrangement for Taiwan under "one country, two systems", the settlement of the Taiwan question and the acceleration of the peaceful reunification of the motherland. The "cross-Straits common market" is a special economic cooperative relationship established under the framework of one-China principle between Chinese mainland and Taiwan separate customs territory. Over the past few years, the two sides have made great achievements in infrastructure connectivity, trade & investment and personnel exchanges as well, laying a good foundation for building a "cross-Straits common market". However, the construction of cross-straits common market is likely to be disrupted by "Taiwan independence" forces. In the future, we should uphold the "1992 Consensus" and the principle of "one country, two systems" to combine the building of a "cross-Straits common market" with the exploration of an institutional arrangement for Taiwan under "one country, two systems" while at the same time choosing Fujian as a pilot area to gather experience for building a "cross-Straits common market".
