摘要

近年来,随着我国进入社会转型期,人民对安全、环保要求日益提高,而由"三无"船舶导致事故却时有发生。本文主要阐述长江内河湖南"三无"船舶现状、产生原因,预测"三无"船舶未来发展及治理过程中存在的困难和契机,并提出清理整治对策。
        In recent years, as China has entered a period of social transformation and contradictions, the people's requirement for safety and environmental protection has been increasing; however, accidents caused by unlicensed ships have occurred from time to time. This paper mainly expounds the current situation and causes of unlicensed ships in inland waters, predicts the difficulties and opportunities in the future development and governance of unlicensed ships,and proposes measures for the cleaning-up and regulating work.
