韩国海警体制改革的背景及启示

摘要
韩国海洋警察厅重新划归海洋水产部是韩国海警体制改革的重要行为,对于韩国具有重要的政治意义。本文从韩国海警厅发展历程、海警体制改革原因剖析及对我国的启示建议三个方面展开了研究,将韩国海警厅发展历程分为建设期、发展期、震荡期和重建期四个阶段,归纳了各阶段特征并提取了关键事件;在此基础上,从顶层设计、职能、层级、专业性四方面对其原因进行了深入分析;最后,进行了讨论和建议。
The relocation of the Korea Coast Guard to the Ministry of Maritime Affairs and Fisheries has important political significance in Korea and certain implications for China. This paper has conducted a research based on three aspects: 1)the history of organization of Korea Coast Guard; 2) the reason for relocating South Korea Coast Guard within the Ministry of Maritime Affairs and Fisheries; 3) the implications for China. This paper has divided the development of the Korea Coast Guard into four phases: constructing period, developing period, oscillating period and reconstructing period, with the summaries of the characteristics of each stage and extractions of the key events. Reasons for Korea Coast Guard's returning to the Ministry of Maritime Affairs and Fisheries are analyzed from three aspects. Finally, suggestions are provided for future reform and development of the China Coast Guard.
