实施乡村振兴战略需要防范的五个问题

摘要
当前,乡村振兴工作正在全国范围内如火如荼开展。此时,对如何正确解读乡村振兴战略、如何将宏观战略转化为实践中具体有效的政策和行动等关键问题需要保持冷静的思考。从调研的情况看,乡村振兴开局一年多来,总体向好,但也存在一些苗头性问题需要提高警惕。在推进乡村振兴战略的过程中,存在把乡村振兴与新型城镇化对立、割裂的错误认识;无视乡村现实基础"提挡加速",人为拔高乡村振兴战略的未来预期和阶段性目标;盲目选择支柱产业,过度追求规模偏好,使得产业同构化风险加剧;无条件、无限制地引入社会资本,农民权益受损的可能性增加;试点地区优势资源过度集中,造成乡村发展不平衡进一步扩大等问题。针对这些问题,应及时发现并加以纠正,确保乡村振兴战略科学合理推进。
At present,rural revitalization is being carried out extensively nationwide. Currently,it is necessary to maintain a calm thinking about how to correctly interpret the rural revitalization strategy and how to turn the macro strategy into concrete and effective policies and actions in practice. Judging from the survey,the rural revitalization has started for more than a year,and the overall situation is good,but there are also some signs of problems that need to be vigilant. In the process of advancing the rural revitalization strategy,there are misunderstandings and practices that oppose rural revitalization and new urbanization. The process of rural revitalization has been accelerated without regard to the rural reality,local authorities artificially raising the future expectations and stage targets of the rural revitalization strategy. Blindly selecting pillar industries and excessively pursuing scale preferences have increased the risk of industrial homogenization. Unconditional and unrestricted introduction of social capital will increase the possibility of rights and interests of peasants being damaged. And excessive concentration of advantageous resources in the pilot areas has led to further expansion of rural development imbalances. In response to these problems,we should promptly find and correct them to ensure that the rural revitalization strategy is scientifically and rationally promoted.
